Signs of change: Deaf empowerment and community inclusion in Indonesia

Stories | October 1, 2025

In Indonesia, people who are deaf often face significant barriers to communication, education, and social inclusion. Limited access to sign language education and lack of awareness among the broader public can leave many feeling isolated ad unheard. But change is happening – led by the deaf community itself.

Sign language is more than just a way to communicate — it’s a powerful tool for empowerment, dignity, and inclusion for people who are deaf.

A group of deaf individuals in West Java, Indonesia is working to ensure that no one in the deaf community is left behind. The group – who are part of a Self-Help Group supported by a CBM project – is providing sign language training to others with hearing impairments, as well as to families and community members who want to learn and help build a more inclusive society.

One of the most meaningful impacts of the project is how it empowers Self-Help Group members who are deaf. By learning sign language, they’ve become more confident and better able to communicate and engage with others. This has helped build stronger relationships between deaf and non-deaf individuals, breaking down barriers and fostering understanding.

This training was a collaborative effort. Local government, disability advocates, youth organisations, and community members all came together to help create a safe and supportive environment for deaf people to learn, grow, and connect. This collaboration has benefited not only the deaf community, but the wider public as well. Families now better understand the needs of their deaf loved ones, and more people in the community are learning sign language — helping to create a more inclusive and connected society.

This is all part of CBM’s work to improve the quality of life of people with disabilities in Indonesia by removing barriers that inhibit them from actively and meaningfully participating in society.
