NGOs and OPDs work in a context of decentralised government systems that have legal and budgetary support for disability.

The Philippines provides an example of Community Based Inclusive Development in a context where there is national government commitment and a policy environment that supports CBID. With a decentralised system, national policy outlines the responsibilities of local government to take action and provide budget for disability inclusion. Organisations of Persons with Disability and NGOs have engaged with local government to remind them of their obligations, offer training and support, and partner together to implement CBID. This report provides an overview of keys ways of working, and how CBM has supported CBID.
